Question:She was born when I was like 11 - 12 yrs old, I guess. I found out via my older sister when my mother mentioned it to her when the baby girl was about to be 18. Much time has pasted now- she may be like in her 30's. I have no name, date of birth, or ssn or anything. I do know the city, hospital, and year.

Many people have re-united with their child, sibling or parent knowing only the country and year of birth. She may be searching too and possibly knows your mother's last name.

Are you asking this question from the USA. I don't think there is that much difference between the adoption process in the USA and the UK, but we here in the UK have no knowledge about USA adoption records.
