Yes, both of my parents, now deceased got one. Even though Texas began to keep vital records starting in 1903. However, there were a lot of people born at home or who had died at home that did not get recorded for many years.

When those people that did not have a birth certificate were old enough to go on social security, they had to have a birth certificate, and a delayed birth certificate was the only way they could.

My grandmother was still living when my father got his delayed certificate. She provided the info and it was notarized. However, her mind wasn't at its best and there are errors regarding my grandfather's place of birth.

My mother had her oldest sister to attest for her birth.

I don't know how long it took. Check with your county clerk. If he/she doesn't know, you probably will be pointed in the right direction to get the information.

My dad was 48 years old when he applied for his delayed birth certificate. Back in the 1920s, registering a birth was voluntary unless it was attended by a doctor. So like many other kids born on the kitchen table with his grandmother and aunts attending the birth, my dad's birth was never registered. When he finally needed on for a passport for a cruise he and Mom wanted to take, it took about a month for the court to process his request, hold the 5 minute hearing, and approve the request. Depending on the county you're in, I could imagine it could take 2-3 months. But easy things like this usually get an early slot because an attorney doesn't need to be present, so scheduling is a lot more flexible.
