Try the friends reunited 'genes reunited' site. It is pretty good.

Genes Reunited to build your tree but ancestry is better for looking up cencus records

genes reunited as the other answers say - is a good cheap (£10 a year) start point, however once you get going you will need to use other sites (such as ancestry.co.uk) to look for more detailed info. Also be aware that the cost of certificates is as well as your annual membership - genealogy doesn't come free.

Ask the Mormon Church about it maybe. I know they are into tracing ancestors and the like. Also talk to all your relatives one at a time starting with the oldest. Take notes and book to see the registry offices, go to the places mentioned in those still alive to get the feel of the place...

I find www.ancestry.co.uk very good.
You can search by names, birth dates, death dates, etc.
Hope this helps!

Start with www.genuki.org.uk and look for the particular county where your neighbour wants to start. That will have details of what information is available and where.
Sites such as http://freebmd.rootsweb.com/ can help with tracking down registered births, marriages and deaths and then for census records it's always worth looking at http://freecen.rootsweb.com/cgi/search.p... but not all counties have good coverage.
