It is both of them.

yeah

Garcia is a common Hispanic last name. And yes it could be Puerto Rican. I'm just not sure if that surname originated there. Anyway pop-star, Prince's former wife Mayte Jannll Garcia is Puerto Rican. so there you have it, a proof ^__^

There are also Mexican Garcias some personalities such as : Aaron Garcia, Aimee Garcia, Becky Garcia, Eric Garcia, Gael GarcĂa Bernal, St. Gonsalo Garcia, Gustavo C. Garcia to name a few

It can be both.

Garcia is as common in spanish speaking cultures as Smith is here so she could be any number of nationalities from Mexico to any country in South America to Spain

Garcia is a Spanish surname; as such, it can appear anywhere that the Spanish colonized, or where they immigrated to. That would include Mexico, all of Central America, all of South America and all of the Carribean, the U.S. of A. and the Philippines.
If you NEED TO KNOW, ask her; names alone do not tell much; not now, and in many cases, not ever. (Or ask someone who knows about her.)

Any place the Spanish conquered you will find Garcia as well as other Spanish names.
