Lala appears to be a given name which became a surname. In an interview with Mr Bipin Behari Lall in 2000 at his residence in Delhi he said, "My grandfathers, Lala Chotelal (maternal) and Lala Jagat Narain (paternal) were students of St. Stephen's in 1880s." (see link below). There's also Indian cricketer Lala Amarnath.

The site "Indian Middle Names" says:
-lal = young gentleman. The son-in-law is sometimes called "lala."

My wife's name was Ursula and the nieces and nephews called her LaLa. We are not Indian it was just their pet name for her.
