I lost mine recently and had to contact the county in the city in which I was born. If the city has a website, go on their and search for "birth certificate" and you should be good to go. Or you can contact the county clerk for more information. Hopefully, this helps you out. Good luck!

siblings are not legally entitled to a birth certificate. The person named OR the parents are.

Contact the rectory of the church or contact the Pastors of several Churches and have them search the Church records for marriage, death, birth, baptism certification. Jefferson City is the Capital of Missouri.You need to contact the County of his birth--which would be Dunklin county, it's population is only like 12000 so they County Records should be easy to search and the Pastors of the various denominations at the Churches in Kennett city would be few as well. I'm not sure whether you can have a copy or not -- The application form reads "Must be registrant, member of immediate family, legal guardian, or legal representative."
A sister might be considered "immediate family" but you would need to check with them.

PS The Cole County Health Department has birth records from 1910 to the present.

The important question hasn't been asked. But when was he born? Pre-1930 he might not have a birth certificate. Otherwise, you need to follow Fae's advice. There are good alternatives to the State. Many times there are records kept by the counties that aren't sent to the State until it's archiving time.
