My husband is the child of a British mother. He was born in Germany on American Army Base to an American father he carrys both citizenships.

If born on US territory she is a US citizen. I have a friend who's parents are not US citizen but gave birth on us territory so their child was.

There is no one answer other than "it depends". He may be eligible for American citizenship, but he would have to file the appropriate documents to tell the American government that he is exercising that privilege. Just being born on a military base does not qualify someone for citizenship. Being born in the American embassy CAN make someone eligible for citizenship as long as their parents meet certain criteria. Because he was born in England, regardless of the status of the piece of land at the time of his birth, the American government will assume he's a British citizen until he proves that he's eligible to be an American citizen AND wishes to exercise his right to citizenship in the US.

If his father was an American citizen, then he's immediately eligible at birth for American citizenship. But even then, the American government would insist that his father fill out the paperwork to claim his citizenship. He would also be eligible to do it himself when he got older...but he'd have to fill out the documents and file them before the US recognized his citizenship.
