From ancestry.co.uk;

Trotter
Northern English and Scottish: occupational name for a messenger, from an agent derivative of Middle English trot(en) ‘to walk fast’ (Old French troter, of Germanic origin, akin to 2 below).
German: occupational name for a grape-treader, from a derivative of Middle High German trot(t)e ‘winepress’. The word and the surname are confined largely to Alsace, Lorraine, Switzerland, and Swabia.

The TV program you're on about is "Only Fools and Horses", a very succesful program about 2 brothers, who are a bit of a pair of "Wheeler Dealers". Really good program!

"Only Fools and Horses" is the most successful UK TV comedy of all time! It featured a family of Market Traders called Trotter who were good people but not above dealing in stolen or faulty goods to try to make "a fast buck". Derek "Del-Boy" Trotter has become a symbol of a slightly dishonest, unscrupulous trader. So someone like this in the UK will be referred to as "like Del Boy Trotter"
He was always to be seen trading illegally and running with his suitcase of wares when a policeman appeared!
This is only fiction, though!
The surname was chosen for this character with good reason, as it does mean what it sounds like! It is from French Trotteur, someone who is always rambling or on the move! As stated above.
P.S. The show's title is from an old English saying "Only fools and horses work!" so this horse reference links in with Trotter too!
Oh, another thing, people don't dislike the Trotters, they love them! That is why the comedy was so successful. The two brothers, their grandad and uncle had a deep family bond that was strong enough to always win through. The character of Del Boy was a very minor rogue, but not a very clever one, and very lovable!
The Trotters did not use bad language, and Del Boy was never nasty, aggressive or violent, just always trying to make money from doomed projects. His brother was always trying to better himself so was in effect the opposite of Del.
The whole thing had fantastic characters and was so successful that it is still being repeated in the UK many years after the series came to an end.

I can't tell you any more in reply to your question, than has already been said, but as a matter of interest, Trotter is a fairly wide-spread name throughout the UK, over 200 holders of the name came up on my computer (it can't count to more than 200!) with a lot of them in Scotland and Northern England.
