www.ancestry.com has a HUGE list of passenger lists of ships coming to and leaving from New York as well as Philadelphia, Boston, Baltimore, etc. plus lists that landed in Canada. The European departure sites of ships to the States include Hamburg, Germany; Bremen, Germany; Liverpool, England; LeHavre, France, etc.
The only problem is, I think you have to have a membership at the website in order to access these lists. If you need help, I have a World Deluxe membership, so I can access ALL of ancestry.com's affiliate sites (in Canada, UK, Australia, Germany, etc). My email address is on my profile.

One of these may help ... there are some email lists as well as sites. Obviously the majority deal with 'incoming' lists, but that doesn't mean what you want, does not exist.
Often the persons who manage these sites are the most knowledgeable. If it isn't on their site, you still can sometimes get familiar with someone who seems to know their stuff, and send them an email.

The internet is probably the greatest boon to family history research ever. That said, there is no substitute for going to an archives branch, the library, etc. I have found passenger lists in books at the library that are not online anywhere.
