Doesn't sound like it is African-American to me. If it is your given name, your parents probably just liked the sound of it or maybe one of your relatives that he/she admired had the same name.

It works well for Melvin Van Peebles. Who cares if the Scots coined the name or the English did this or that to the meaning? If the name is given to enough people of any ethnic group, they're more than welcomed to claim it as their own.

I can think of enough African Americans who are very proud of being named Melvin to say ABSOLUTELY. It's every bit as African-American as they are.
