There's no one on the Electoral Roll publically registered, and no phone numbers shown for Fleetwood. There are many births, marriages and deaths (areas not specified), but you would have to register and pay. You can get same info free for a fortnight on Ancestry UK.
Unlikely library still has Electoral Roll information since Data Protection Act, but larger libraries have Ancestry UK.

According to my copy of the Electoral Roll (approx 3 years old) there is not a single Birtwell in the Fleetwood area aged over 18 then.
Edit your question to give some surrounding districts (I don't know Lancashire well) and I see if the 'puter will do a head count for you. It reckons that there are/were 81 in the whole of Lancashire
