Question:anyone know of a relative with the last name upperman that grew up in the Pittsburgh area or around the area that was in foster care in the 40's

One location that you can start with, is the social security death index (www.rootsweb.com, click on searches). LOOK AT THE BOTTOM and use the advanced search function... enter the surname and use Pennsylvania for the filter.. either as the place of death, OR the place where social security was issued.
If you want, you can also filter for Allegheny county as place of death, although that rules out anyone who might have moved from the area.
Now you have a list of possible names/ relatives with connections to your area. Someone in foster care in the 40s, will be born in the 1920s to early 1940s. It is very possible that this person(s) would still be living, so the purpose of where I am sending you, is to look for possible connections or name recognition. It is possible that a parent of your person could be shown here.
Once you have a name and date, you can try to locate an obituary for any of these, that would maybe include name(s) of surviving children. I have to assume you have a given name to work with at your end.
