well if the person is still alive you talk to them. if not then you would have to obtain birth, death certificates from vital records. just remember if you are not a relative you won't get the documents. New laws that have passed don't allow just anyone obtaining the certificates anymore.

First talk to the person or his/her relatives. If you want secrecy, hire a detective.
