No, anti-semitism has been a recurring problem throughout history. In Eastern Europe in particular anti-semitism has always been an unfortunate part of the culture. It was because of the deep seated prejudice toward Jews that the Nazi's were able to do what they did so easily.

However, it is not only Eastern Europe where this has been a problem. In 1290, Edward I of England expelled all Jews from England. They were forbidden from practicing their religion. Those who remained practiced in secret. It wasn't until 1656, under Oliver Cromwell that Jews began practicing openly again.
Persecution of the Jewish peoples has been going on throughout History. And other Minorities.
No. Christians have been persecuting Jews for 2,000 years. Hitler killed more than anyone else, though.

No, anti-semitism had been a significant political and social issue for 100's of years through out Western and Eastern Europe and Russia.
