Finding background information on someone living is a fine line, since normally you would be expected to have their consent for most records. Not only is this to protect their right to privacy, but also because misuse of records can lead to things such as id theft.
For some reason, your question got put in the genealogy section, where we use many records, but those normally involve ancestors who are no longer living. Speaking as a mom/grandma, I'd just advise that you use caution and common sense, as to who you hang out with, etc.

I agree with Wendy. No there is no free site for background and records. Both are protected under the privacy law. These websites that offer you info that you pay for is borderline illegal if not full fledge.

Just remember this. If this person finds out that you have been digging into their background it could do 1 of a couple things. Ruin a friendship or get you killed. Think long and hard before you do something you will regret.

And I agree with Holly. I have an unlisted # and I have it for a reason. But for the right price anyone can dig down in the muck and find it. I, too, think this should be illegal. And the sooner, the better!
