Don't they have a Vital Statistics in Dublin? If they do, that's the place to check.
You need to get in touch of births, deaths & marriages in the place of birth. You will also need details of when and where you were born and details of parents.

This is what I did when I had to get my certificaste from a different county. I would have thought it the same for Irland.
I'm irish and was talking to the local registrations office for you. Once you have your name, father's and mother's name, place and date of birth, it should come up on the system straight away. It costs 10 euro. You can call 00353 578621135 registrations dept. for them to fax you a form or go to the site below. Good luck. Nic
