Best Answer - Chosen by Asker: I think this to be a self-contained town having all the modern civic amenities required by city-dwellers like power, water, roads, garbage management, hospital, school, parks, swimming pools, recreation centre, Gym, ground for outdoor games, restaurant, hotel, shopping mall, cinema hall, auditorium, higher-learning institute, transport facility, etc, etc. It would not depend on the Govt for the amenities.
