LIEB is a German adjective meaning "dear, beloved," and it appears in first names, especially associated with Jews, either in German spelling or modified by Yiddish influence. So we see the feminine first name Liba or Liebe, masculine first names Liber or Lieber, Libman/Lipman or Liebmann/Lipmann, and so forth.
