The first three numbers on your birth cetificate number 139-69-xxxxx represents the city you were born in?

this a question for a NY birth certificate. I'm adopted and I'm looking for my birth family. On my bc the recorded district is 1302(don't know exactly where this number belongs to) and on the upper right corner it says bc number...starts with 139 then 69 for the year you were born..but the first 3 numbers what they mean?
