Best Answer - Chosen by Asker: HSK's Mama is right, you need to go to the library for the info. The only way the city hall would have it is if they owed money to the city; but it's actually the county Registrar of Deeds who keeps the full records of property ownership/deeds...and they're rarely digitized or indexed.

It's the town's library that would have the old city directories (well before there were phone books there were directories.)
