I did find about 30 persons with that last name in the social security death index, I think 4 of those were linked to Ohio. I would not expect to find Billie.. since it is likely that she married at some point, and the name is different. (Don't overlook that she might have worked in Mansfield, but that does not verify her family came from there.
It is an unusual name, but I did find a small group of persons researching the family on genforum. com, with a Boright message board. Seems like there were more links to Indiana. Off hand, I was not able to visually find someone who seems to be the "family expert", but that does not mean there is not one running around.
The one logical place that I'd expect to find Billie (hoping she used her correct name!) is in the 1920 census. I don't sub to ancestry.com, but this might be one time to take advantage of their free 14 day trial. Don't overlook Bowright as possible alternate spelling. I'd hope to find her along with brothers, since they may be easier to locate. It is not certain that she came from Ohio, so it will maybe be good to look for males in the ssid in adjoining states.
Next, Richland county genweb page, and by gosh, they have city directories!! I ran a check of the site for Boright, nothing came up, but am looking for Mr White. This site seems to have good resources, and the local library there may have more, which are not online. I'd see if there is an easy way to ask the library, even if it means calling/writing offline.

This gives background info on those directories, as well as where they are kept (leads for followup)
