Best Answer - Chosen by Asker: In order for franternal twins to be born the mother HAS TO release two eggs in the month that she becomes pregnant. If she doesn't release two eggs, then fraternal twins cannot be produced. Men release millions of sperm with each ejaculation and "only the strong survive." Studies show that there is a genetic basis for fraternal twinning. However, it is only the female partner that has any influence on the chances of having fraternal twins as the male cannot make her release more than one ovum.

With that being said, Identical twins are the result of one egg and one sperm splitting. The likelihood of a single fertilization resulting in identical twins appears to be a random event, not a hereditary trait, and is uniformly distributed in all populations around the world. (source http://en.wikipedia.org/wiki/twins)... My sister has two sets of twins. (ALL boys) When doing the genealogy, we found that twins have run on both sides of our families. My brother in law had a grandfather that was a twin and my sister and I have a great grandfather that was a twin.

So with the fraternal twins being separate eggs and sperm, I would have to say that the instance of twins has to be more from the mothers family. Here is another article to back it up.
