How can I find a relative in Spain?

I have a friend who lives in Cuba who has a greatgrandfather who left Galicia, Spain and moved to Cuba at the turn of the 20th century. He would really like to be able to locate any relatives who still live in Spain; however most Cubans have little or no access to the internet. Therefore, he has asked me to help him. Do you know any good websites or have any suggestions?

He only knows that name of his great grandfather who left Galicia, Spain for Cuba in 1903, and that his family (the Rueda family) were famous wine producers in that region of Spain.
