Best Answer - Chosen by Asker: Elgin Texas is in Bastrop county. If you are looking for the names of your neighbors you can go to the Bastrop Central Appraisal District Web site.

Type in Arbors in street name. Don't fill in anything else. You will then see the names of all of your neighbors.

This will bring up the owner information of all of the houses on your street. Just because someone is listed as the owner doesn't mean they live there. They could be renting their property. The appraisal district is the same as the assessors offices in other states. They set the values on the property and maintain exemptions.
