It is an animated GIF!. It is the only type of graphic that is used on the internet that can also be animated!. Unlike JPEG or PNG, it can contain multiple frames and the timing between frames can be adjusted, therefore, it can be "animated"!. It's called a montage (anything with changing photographic images is), but officially it's called a GIF!.
You can probably find more of them on photobucket or iconator avatars!.
They're actually pretty common!.

It's called a !.gif animation, and it made with lots of various photos put together!. Just search on Google Images the sort of thing you're looking for, but put "!.gif" in the search and it should come up with someWww@QuestionHome@Com
