The Latin dances are usually taught in the following order:
Cha Cha, Rumba, Samba, Jive, Paso Doble!.
or
Rumba, Cha-Cha, Samba, Jive, Paso Doble!.

The Standard dances are usually taught in the followign order:
Waltz, Quickstep, Foxtrot, Tango, Vienneeze Waltz

This is the most effective order of learnign them!.

If you're teahcing American style then the order is different cause the dances are different!. And American Foxtrot the easiest dance of all Smooth dances to learn!. But I'm less familiar with teaching American style!.

You have limited time in your class, you won't be able to teach Paso or Vienneze, nor you need to, if it's an introductory class!. I'd say, stick with Cha-Cha and Rumba, Waltz, Foxtrot and Tango!. Tango is always a popular choise cause it in every other movie!. It's not that hard to learn it unless you want them to have fun rather than be technically correct!.Www@QuestionHome@Com

In my humble opinion (easiest to hardest)

Jive, Waltz, Rumba, Fox Trot (Social/American), Cha Cha, Tango, Quick Step, Paso Doble, Viennese Waltz, and Samba!.Www@QuestionHome@Com

What Snowflake said for International style!. There's a social non-competed dance that often goes under the name "rhythm dancing" that's similar to the beginning style in American foxtrot!. It's considerably different from ballroom foxtrot in either International or American ballroom and might be more appropriate for your class!.
In American style Rhythm dances (confusing terminology: it isn't the same as the above rhythm dance but more akin to the Latin group) the easiest is swing!. Mambo (roughly the equivalent of salsa), rumba (totally different from International rumba), cha cha, and skip bolero!. For American smooth, waltz, bronze style foxtrot, tango and skip Viennese waltz!.
You might want to consider some social dances as well, and merengue may be the easiest of all!.Www@QuestionHome@Com

When I teach childrens classes I find that they pick up cha cha first then rumba then samba and then jive and paso!.

Ballroom wise waltz is always taught first as it is the basic standard then tango, quick step, fox trot!. But it does get dramatically harder after waltz!. I would recomend just teaching them the box waltz (just the box step repeated) as turns take time to teach turns individually and are much harder to teach to younger kids!. Kids usually prefer latin as they prefer the music and it can also be done to pop (choose a boy bands slow song for rumba)!.Www@QuestionHome@Com
