It's their emotion coming out on their face. They are not doing it on purpose (I hope). We are encouraged to express emotions, but discouraged from making faces, i.e. doing too much of expressing. When you dance and put all of you into it it is actaully very easy to overdo the facial extpression. My partner gets yelled at and made fun of by our coach all the time for that. They're not supposed to make faces. We even call it fish-facing, LOL. It ruins the photographs, too. Fish-facing is bad.

I was in show choir for 3 years and competed all across the state of Ohio and saw/learned what you're talking about.

Part of it is probably breathing, but the main point is to add animation to your face. It's as important as your hand placement, footing, and steps. It's all just part of the dancing. If you're dancing an intense tango you're likely to have a stern face but if you're dancing to a really playful song...you'll display a comical and animated face. Dance instructors and choreographers rate dancers based on their face just as much as everything else.

It's because they're so into their character in each dance. I know it looks ridiculous sometimes, but it just adds to their overall performance aspect. And we can't hear it, but they're also giving little noise cue beats to their partner. For instance, if they told their partner in rehearsal to really stomp out a movement on count 4, they're going to make some little noise on that count just to add emphasis to help their partner out.
I had a partner one time who made noises like "y-ah" when he did it. It cracked me up at first, but after awhile I realized that it really did help get into the mood!
