They can feel vibrations and dance to that.

deaf? they either have talent or watch other people and get it...but not to music though...someone could write out beats for them if they're musical?

I don't do it as often as the pro's but if I'm dancing the lady's part (it helps sometimes in learning) I find it easier sometimes without the music. Rather than trying to dance to the music in my male-mindset way, I can just follow. I suspect that has something to do with it in some cases, and everybody does have an innate sense of rhythm, whether well-developed or not.
