Well, it kind of is, if that one woman is the only tall one there.
And the rest are short, it looks kind of uneven.
But for the most part not really, and most men are taller then 5'9 anyway so the girl wouldn't look too out of place.

Not at all. Tall people can look gangly if they don't dance well, but they also have an advantage in standard dances where the height makes the elegant look easier to obtain. Dancing well can overcome those propensities, though.

It only looks silly if it's partners dancing and the partner is 2/3 the height of the woman, or shorter. (I think it looks equally silly to see that sort of difference with a taller man too).

Oh no. I never noticed anything different about the hieght of women because everyone is just having fun what is the the difference. It should not matter as long as you are having fun and enjoying yourself.

There are usually fewer guys who want to dance with them, which is good for me.

I am 5'11" :)

To put your question in perspective - I am an excellent dancer, and you wouldn't find it silly to see me dance, even though I am taller than most women.
