That would depend on the individual. This would be based on many factors such as flexibility, height, stamina and how fast you learn the routines, etc. There are a lot of factors involved. So, I think you need to find a good dance teacher and answer that question for yourself. Good luck!

Depends on the type of dancing too! I mean, ballet? Or tap? Or ballroom? Or...

Anyway, it's more of a continuum of difficulty, with no real upper end. For sure, a tendu is easier than a pirouette, or a shuffle is easier than a pickup, or a basic is easier than a wing with curved three... but where does it stop? That's like saying, what's the hardest book to read?

this entirely depends on the person you're talking about. for instance, i will do something that many others consider 'hard' and do it correct on try maybe 3, and love it and think its easy, but on soemthing everyone else considers 'easy' i consider hard

It depends on the person's natural talents and the skills that she needs to develop. It also depends on what type of dance she is focusing on. If it's ballet or jazz, it might be that she needs to be stronger or more flexible. If she's focusing on tap, then it might be really hard for her to step and hop at the correct pace.
