Question:Yes, it is OK, to practice ballet on carpet, as long as you don't wear pointe shoes, and you make sure you are aware of how slippery the floor is. It is a lot different then dance floors. Also take note on how the floor feels when you jump, because some dance floors are spring loaded, and dancing on hard floors you are not used to can hurt your knees. I hope this helps!

It's alright, but a hardwood floor is better

Not in dance shoes if you intend to use them in a studio.

NO because the toes is for balance,On a rug
you more than likey fall,but if you want to learn swirles and dance steppes, carpet is nice.

No. Carpet drags on the foot and if you are working barefoot you will get carpet burns on your feet. Carpet doesn't 'feel' the same as hardwood, and you're better off learning it the right way, right from the beginning.
