I think you have to be under the instruction of a TCRG to be able to compete.

Check out http://efeis.com/ they will have the listing of the feisana in your area and you can register there as well.

use yellowpages to look up schools in the area or ask your current irish step dance teacher if she knows about anywhere offering competiion.
