When it comes to stretching, taking it slow is the key. You should start by warming up the muscles that you are intending to stretch. So a very light exercise; like, it you are stretching your legs, jog in place for about a minute before beginning the stretching process. If you are cold to begin with, keep this up a little longer. Heating up the muscles allows them to expand with ease.
After warming up the muscles, begin stretching by doing a very small version of the stretch you are going for. If you want to be able to touch your toes, start by touching you knees. Hold this stretch (without bouncing!!!) for about 30 seconds. Return to a relaxed position. Then go again a little deeper in the stretch, like touching mid-shin. Again, hold for about 30 seconds before returning gently to your relaxed position. As you do this, each stretch should be just a little deeper than the last, and this will allow you to stretch without tearing your muscles.

Two additional things to keep in mind
“No pain, no gain” does not apply to stretching. If you stretch with proper warmth and with proper patience, that should not be any pain. Perhaps some (some, very tiny amount of) discomfort, but no actual pain.
Also, DO NOT BOUNCE in your stretch. Make your movements slow and as fluid as possible. Bouncing adds to muscle tears.

generally a good stretch of 30-45 seconds is best.
