What is a Sadie Hawkins dance?

Question:Sadie Hawkins DAY is February 29th... this day only comes every four years i.e. in our leap year. On this day, tradition holds that a WOMAN can ask a MAN for his hand in marriage. (I personally know someone who did this and he said NO...awful , right?)
