"sur le cou de pied" literally means "on the neck of the foot" the neck of the foot is the space right above the ankle of the standing leg. the instep/arch of the free foot is what's going on (sur) it.

SUR LE COU-DE-PIED
Literally "on the neck of the foot," or on the tapered portion of the leg from the base of the calf to the mid-foot. Basically that means the instep.

The instep.

it means your instep...

It means the instep.

your instep or arch

This is the part of the foot that has a vertical shape and looks like a 'neck', so it is the back part of the ankle.
