I believe the MOVIE you are refering to is "Mad Hot Ballroom" Where under privelged NYC kids learn how to dance, and compete against other schools. It does promote anti drug and anti sex

I loved that movie MAD HOT BALLROOM, I think I cried a little lol. Kids are wonderful, and its a great film, a documentary.
