one-boys and girls will be there.
two-I can't spend a lot of money
three-I have a maximum of about 20 people

Best Answer - Chosen by Asker: Well, i had a huge party when i was 13! Now i'm 16 and loads of people forgot about my party when i brought up my sweet 16. They were all like "oh yeah you had a party before i forgot all about it". So i wouldn't worry about it too much. It all depends on who you invite. Invite people that are going to appriciate it.
