Should my tap shoes taps be loose or tight, how are they supposed to sound?

i have a pair of tap shoes that have loose taps, do i tighten them or leave them loose? they wiggle but not enough to fall off, i have tried tightening them but they sound dull. what are they supposed to sound like?
