Best Answer - Chosen by Asker: If you REALLY don't want to dance with the person simply say "Thank you, but no."

You don't have to make up stories or excuses because that leaves it open for them coming back and asking you again which means you have to go through the embarrassment all over again.

As a side note - if you don't want to dance with that person because he/she is a beginner then you are being a dance snob. Suck it up and dance with them - you can even give them some (kind) pointers. How else are they going to improve.
