Title of book.....uses "the scissor man" poem?

Hi, does anyone know the book where there is a physicist and he is kidnapped to make an atom bomb that they blow up at the end in switzerland, killing the president. He dies at the end when he gets shot in a car by a woman who is then killed by his wife who is then shot by a policemen. Yes tis confusing. The book heavily references the Auden poem "the scissor man" and calls different characters names related to the poem "Come the hooded women, the hump-backed surgeons, and the Scissor Man" etc. I can remember the whole plot but not the title and its doing my head in! Any info appreciated.
