Do you think society should enforce some notion of econoic rights? How would you see such a system implemented and enforced? Would such a system have moral ramifications?

For Chris: Economic Rights are guarantees of either economic security or independence ( depending on your ideological bend). Sometimes enforced in social contact. FDR had his version, and a large portion of the political left is asking for it. I'm looking for a philosophic reply rather than a political one.
