Do you know the title of this book?

It's about a girl who won't become what her father wants of her. She loves the sea and boy she names Nal who is a seal person. He was banished but he wants to swim to the edge of the world to listen to the world being sung. Does this sound familar to anyone? It's driving me crazy!!
