How to cure EXTREME blur?

Question:

How to cure EXTREME blur?

I have a great picture from my graduation that my dad took, but unfortunately he took the shot under bad camera settings and the picture turned out pretty blurry. Is there any program, setting, anything that can fix this picture that has great potential? Please try to be specific.. thanks!

hello! the picture isn't really great, but it's the only one i have from graduation at all, besides a few diploma shots that aren't even recognizable. any tips at all will be very helpful! I'll keep this up for 2 more days, and if none of you happen to check back then I'll repost the link in another question. Thanks, again!
