Best Answer - Chosen by Asker: You could use the filter "noise-despeckle". Depending on which version of Photoshop you are using (I'm using CS2) try this:
1) Make sure to select the layer you want to work with. I'm no pro, but in my experience, it's worked better to follow these steps before the steps you take to finalize your photo (i.e. flatten image, save for web, etc.).

2) Select "Image - Mode - 8bits/channel". This step is not mandatory but most of the filters are only available in 8bits, not 16 or 32.

3) Select "Filter - Noise - Despeckle". This is the easiest way to make your photo look less grainy. Each time you select this filter, you will see your photo look a little more clear, but it will also be a little more blurry.

If you are using an earlier version of PS, the menus may vary a little but you can still find your way to the menu you're looking for. They are all pretty similar.

You can play around with the other features in the Noise filter to see which makes it the photo look the way you want it. The best way to learn PS is to play around with the features. You can always view a preview of what your photo will look like before it is permanent so you don't end up ruining your original.
