Best Answer - Chosen by Asker: As long as it is in a public setting. If you are walking down the street and a photographer takes your picture you have no legal standing to get it back or recieve compensation. If you are in your home and someone takes your picture through your window, that's another story... and kind of creepy...
And no they do not need permission as long as they are not breaking any laws (including copyrights), ordinances or other local statutes. This is the why the paparazzi is so rampant in places with a lot of celebrities, if you are in public they have a legal right to the images they take.
