Starting decoupaging...what is best way to seal?

I've heard polyurethane but just read can mix white glue w/ water. It said 3 parts glue to 1 part water...how much exactly is that and do I cover the whole thing? Or is polyurethane better? Or do I do glue and then polyurethane? What kind of brush for poly? thanks
