Charles Kemper (1876 - 1948) Born in Biggs, Butte County, CA on June 26, 1876. Kemper settled in Sacramento in 1893. For many years he was a conductor for Southern Pacific Railroad while painting in his leisure. He was active with the Northern California Arts, a society of amateur painters, until his death in Sacramento on Oct. 18, 1948.
