Question:

Who determines if something is art, is it the artist or the art community?

Best Answer - Chosen by Asker: It's not something anyone can tell for sure, especially for more unconventional pieces. What is art for some, can be rejected by others.

Initially, it is the artist's initiative to promote a certain work as art: he will display it on his website, or in some exhibition. Then it's the art community's turn to critique and say whether they like what they see or not. And even if they disagree - they can both be right, because it's a subjective thing.
