Conflicting censuses, problems, need some help!?

Carrie Harris (unsure of maiden name) is listed as born in Ohio, and her father born in New York. Her mother is listed as born in the following states in the following censuses. Virginia 1920, Wyoming 1930, Wisconsin 1910, Ohio 1900. Why on earth is her mother always from a different state according to this? It is definitely the same person on these censuses, she's always listed with her husband and children until 1930 when she's with her daughter Frances and her family. Is there any way to be sure? This has made finding things on her tough, I've found next to nothing on her besides these censuses.

She was born in 1865 somewhere in Ohio. Nothing is known about her besides that she had a family with a man sometimes listed as James, Oscar, or James Oscar. They had children which included Hattie/Harriett, Arthur, Kenerson, Bertha, Ora, Hubert, Harry, Frances and many, many others.

Where are people finding 1881 canadian censuses? I can't find them anywhere.
