is it accurate to say , the needs of the many out weigh the needs of the few or the one ?

Best Answer - Chosen by Asker: I think intensity of need should be taken into account. Rather than simply weighting by the number of people with the specific need, it seems better to weigh based on intensity.

Also the weighting needs to be undertaken in some sort of objective standardized way, you can't simply leave it up to the people themselves to make claims of their needs.

It could be the case that the few's needs are so intense that they would outweigh the moderate claims of need made by the many. In most cases, the issue is more complex than a simple head-count.
